Trump, in an interview with Axios this week, promised to end, by executive order, birthright citizenship for "anchor babies" (children born in the United States to non-U.S. parents).

"So-called Birthright Citizenship, which costs our Country billions of dollars and is very unfair to our citizens, will be ended one way or the other", Trump tweeted. Trump, seeking to energise his supporters and help Republicans keep control of Congress, has stoked anxiety about a caravan of Central American migrants making its way to the US-Mexico border.

"It was always told to me that you needed a constitutional amendment".

Back in 1993, former Senate Majority Leader Harry Reid declared birthright citizenship "insane" and decried the idea that any baby born to an illegal alien in the United States automatically becomes an American citizen.

Trump doubled down on his commitment to upending the 14th Amendment to the riled-up crowd chanting, "USA!"

"If he can do DACA, we can do this by executive order", Trump said, using the acronym for the Obama-era Deferred Action for Childhood Arrivals program. "We will get rid of all of this".

The doctrine of birthright citizenship was established by the US Supreme Court in the 1898 decision in Wong Kim Ark v. the United States, a case brought by the US-born son of Chinese nationals.

"We're the only country in the world where a person comes in, has a baby and the person is essentially a citizen of the United States for 85 years with all of those benefits".

The White House did not respond to a request for comment.

"The 14th Amendment makes the conditions of citizenship clear: individuals born in this country are citizens", the congresswoman, who is the daughter of Haitian immigrants, said.

Even House Speaker Paul Ryan, typically a supporter of Trump proposals, said on WVLK radio in Kentucky: "Well you obviously can not do that".

The nonpartisan Migration Policy Institute estimates that more than 4 million USA -born children under the age of 18 have an unauthorized immigrant parent. The country is facing a massive backlog of immigration cases - some 700,000 - and there are more and more families coming across the border from Central America - groups who can not be simply returned over the border.
