The president's remarks came a day after he once again cast doubt on the US intelligence community's conclusion that Moscow sought to meddle in the 2016 presidential election, noting in a tweet that Russian Federation still insists that it did no such thing. Russia's support for Syrian President Bashar al-Assad, whom the USA and its Western allies accuse of using chemical weapons against civilians, has been one of the main flashpoints in the tense relationship between Washington and the Kremlin.

While the meddling allegations have been repeatedly dismissed by both Putin and Trump, they have sparked a special counsel investigation in Washington and multiple congressional investigations which have come to different conclusions.

Last November, Trump also said he believed Putin's denial that Russian Federation did not seek to interfere in the 2016 election, despite a finding from USA intelligence agencies that it did.

Previously, sanctions had been imposed during the administration of President Barack Obama in response to Russia's annexation of Crimea and its involvement in the conflict in Ukraine. Bolton, without directly addressing the president's comment, said that was "not the position of the United States".
