With Russia's help, Syrian President Bashar al-Assad's army has battered Daraa province for over a week with air strikes, rocket fire and crude barrel bombs.

The offensive combines Syrian ground troops with Russian air power to regain control of southwestern Syria along the Israeli and Jordanian borders - an area that recently had been part of a US-backed truce.

"There should be no military forces in the area of separation other than those of UNDOF", reads the resolution drafted by the United States and Russian Federation.

He said many risked being caught between pro-government forces on one side and armed opposition groups and the Islamic State jihadists on the other.

Israel has been sending aid into Syria for several years and has provided medical treatment to thousands of Syrians that reached the frontier with the Israeli-occupied Golan Heights.

Israel and Jordan - which already hosts over 666,000 United Nations registered refugees - say they will not let refugees in. Israel seized much of the Golan from Syria in the 1967 war and annexed the strategic plateau, a move not recognised overseas. Despite Washington's threats that it would respond to breaches of that arrangement, it has shown no sign of doing so, and the opposition's top negotiator on Thursday accused it of having struck a "malicious deal" to stay silent.
