A proposal to split California into three states - Northern California, California (new), and Southern California - has qualified to appear on the ballot in November's general election.

California Secretary of State Alex Padilla said late Tuesday the initiative needed 365,880 valid petition signatures to qualify and random sampling projects a number of valid signatures greater than 110 percent of the requirement.

Tim Draper, a billionaire Silicon Valley venture capital investor, sponsored the ballot measure to divide America's most populous state into three jurisdictions, the Mercury News of San Jose, Calif., reported.

- A ballot initiative that aims to split the current state of California into three states is now eligible for placement on the November 2018 election ballot.

The new Northern California would include 40 counties, including Sacramento, San Jose and San Francisco as well as the state's wine country and rural northern areas.

Southern California would include the counties of Fresno, Imperial, Inyo, Kern, Kings, Madera, Mono, Orange, Riverside, San Bernardino, San Diego, and Tulare.

If voters approve the measure, it would still have to be ratified by Congress.

Per the Los Angeles Times, more than 200 attempts have been made since 1849 to divide California into multiple states. State filings show he paid consultants and law firms almost $560,000 past year for work related to the proposal.

For Democrats, who already control California as a virtual one-party state, there's no upside, while Republicans have little to lose after watching their registration numbers fall in May behind those of voters with no party preference. If the Legislature failed to act in the given time frame, California's debts would be divided among the new states based on population.

"This measure would cost taxpayers billions of dollars to pay for the massive transactional costs of breaking up the state, whether it be universities, parks, or retirement systems", said Steven Maviglio, a Democratic political strategist representing opponents to the effort.

"This milestone is a testament to the energized spirit of Californians wanting to create a better future for themselves and their communities", Citizens for Cal 3 spokesperson Peggy Grande said.

Californians have long debated whether they were better as a whole or in parts. Draper proposed similar measures in 2012 and 2014, but those efforts failed after election officials invalidated numerous signatures collected.
