White House National Security adviser John Bolton said U.S. sanctions on European companies that maintain business dealings with Iran were "possible".

In one of a series of meetings, foreign ministers from Britain, France and Germany - signatories of the 2015 deal to stop Iran developing nuclear weapons - were to hold talks with Iranian Foreign Minister Mohammad Javad Zarif, amid concerns that the sanctions will also damage European business interests.

China has maintained investment and trade relations with Iran, even under the economic sanctions from Western nations before the nuclear deal.

"I think the president said in his statement on Tuesday that countries that continue to deal with Iran could face United States sanctions", he said.

"The final aim of these negotiations is to seek assurances that the interests of the Iranian nation will be defended", Zarif said at the start of a meeting. Then he left Moscow for Brussels where he is slated to meet with the foreign ministers of UK, Germany, and France as well as the EU High Representative Mogherini.

Zarif further censured the United States under Trump for developing the habit of voicing opposition to worldwide deals and regulations. "It's clear that there should also be economic incentives - that will not be easy after the USA decision", Maas said.

Among them is the possible use of an EU "blocking regulation" which would, in essence, ban European companies from respecting American sanctions where those sanctions might damage EU interests, notably trade and the movement of capital.

United's first decent chance came at the midway point of the first half and fell the way of McTominay - but he arrowed wide. West Ham reacted, Aaron Cresswell firing wide before Joao Mario turned an Arnautovic cross behind from six yards.

The Iranian foreign minister highlighted the need for other parties to the JCPOA to provide "sufficient guarantees" that assure Tehran of being able to "reap the benefits" of the nuclear deal.

But the reach of the U.S. financial system, the dominance of the USA dollar, Trump's efforts to weaken the WTO and the presence of European companies' operations in the United States all weaken any potential EU measures.

But the measures have never been used and may be hard to enforce, while European Union companies could still face asset seizures, fines and possibly criminal charges in the United States.

The White House also has bluntly warned Iran of unspecified consequences should it resume nuclear activities prohibited under the agreement.

"And they may try to [stay in the deal], in part because I think despite President Trump's complete consistency in opposition to the deal ... many people, including, apparently, former Secretary of State John KerryJohn Forbes KerryRomney: Those who mock McCain "humiliate themselves" Another battle between politics and common sense Trump hasn't earned a Nobel, but the Peshmerga have MORE, thought that we never would get out of it", Bolton said.

Zarif's visit to the Russian capital Moscow is part of his worldwide tour, as an effort to save the Iran nuclear deal.

The deal's proponents say it is crucial to forestalling a nuclear Iran and preventing wider war in the Middle East.
