Kim Reynolds (R) on Friday afternoon signed into law the Fetal Heartbeat Bill, which prohibits doctors from performing an abortion after the detection of the baby's heartbeat. If a heartbeat is detected, the abortion would be prohibited except in cases involving medical emergency, rape, incest or fetal abnormalities deemed to be "incompatible" with life.

Reynolds said at the bill signing that stopping a beating heart is immoral and to sell fetal body parts, which also is outlawed in the legislation, is "sickening".

The governor has not directly commented on the bill and whether or not she will sign it into law, but Smith reiterated today that Reynolds, who is a Republican, is unequivocally pro-life.

The letter was issued on a day when pro-abortion rights advocates planned to rally at the Iowa Capitol building calling on Reynolds to veto the bill and urging state legislators to oppose budget provisions that would further defund Planned Parenthood of the Heartland.

"The courts are going to do what they do, but the way I see it, the states were asked by the Roe v. Wade decision to define at what point the constitution covers life", said state Sen.

State senators who backed the measure said earlier this week that they were aiming to challenge the US Supreme Court's landmark Roe v. Wade decision that established that women had a constitutional right to abortion. In Iowa, abortion is already illegal in most cases after 20 weeks, unless the life of the mother is threatened.

Should Reynolds sign the bill, it will nearly certainly be challenged in federal court, where the case would likely end up before the 8th U.S. Circuit Court of Appeals.

The bill must now go to Iowa's top official to write the bill into law.

"It dumbfounds me when the opposition states that abortions are safe, legal and rare", she said.

"The ACLU of Iowa, along with Planned Parenthood, will not let this risky, unconstitutional law stand", said ACLU's Mark Stringer.

"I think that the Republicans wanted this bill to be challenged by the courts", he said. "This is bigger than just a law".

Planned Parenthood of the Heartland officials are still calling on the governor to veto the bill, which has received worldwide attention.

"The only reason this can be considered unconstitutional is because we have not determined in the courts when life begins", said State Rep. Shannon Lundgren, Iowa Republican.

"We thank Iowa for recognizing that every life is a gift and that personhood has inherent dignity from the moment of conception", Mancini added.
