The Information Commissioner's Office has ordered Cambridge Analytica to hand over all the information it has on an American voter or face criminal action. The company must hand over all the data and personal information it holds on David Carroll, an American citizen who lives in NY, within 30 days or face criminal prosecution.

Mark Zuckerberg told Congress that Cambridge Analytica "represented to us" that it has deleted all data models based on the original raw data of Facebook users in 2016, while Cambridge Analytica's lawyers had previously said the data had been erased by September 2016. There's a lot of questions that no one has been able to answer until now so hopefully this will be a major breakthrough in our understanding of what it did'.

In a press release it is mentioned that, Earlier today, SCL Elections Ltd., as well as certain of its and Cambridge Analytica LLC's U.K. affiliates (collectively, the "Company" or "Cambridge Analytica") filed applications to commence insolvency proceedings in the U.K. The Company is immediately ceasing all operations and the boards have applied to appoint insolvency practitioners Crowe Clark Whitehill LLP to act as the independent administrator for Cambridge Analytica.

The ICO ruling says Mr Carroll sought his information from Cambridge Analytica in January of 2017.

The case could set a precedent for the 240 million other USA voters looking to get their data back under British data laws.

Over the past several months, Cambridge Analytica has been the subject of numerous unfounded accusations and, despite the Company's efforts to correct the record, has been vilified for activities that are not only legal, but also widely accepted as a standard component of online advertising in both the political and commercial arenas.

Can companies handling user data be forced to give up information on people in the United States through regulations in the UK?

"The company has consistently refused to cooperate with our investigation into this case and has refused to answer our specific enquiries in relation to the complainant's personal data", Information Commissioner Elizabeth Denham said.

The controversy dates to 2015, when Cambridge University academic Aleksandr Kogan and his company Global Science Research posted a quiz app on Facebook, called "This Is Your Digital Life", to gather data on 270,000 users and the users' friends, then shared it with Cambridge Analytica.
