California Moves Forward With Plan To Require Solar Panels On New Homes

In addition to the solar requirement, the new building standards will offer a credit for solar capacity combined with on-site energy storage.

The CEO of the Solar Energy Industries Assocation described the new policy as historic and commended California for its bold leadership in moving toward mass adoption of this form of renewable energy technology which will yield significant benefits both economically and for the environment.

"Under these new standards, buildings will perform better than ever, at the same time they contribute to a reliable grid", Andrew McAllister, a member of the commission, said in a statement.

California becomes the first state to force homebuilders to include solar power in new construction.

Some conservatives were not so enthusiastic, noting that the state already has some of the nation's most expensive housing markets.

The California Energy Commission hopes the first-of-its-kind statewide requirement will be a boon for homeowners and the environment. When the new standards take effect, that number is expected to jump to 100,000 new solar homes per year.

New solar systems cost about $40 per year on a 30-year mortgage and save customers about $80 per month on their power bills, NBC News reported. The state's Building Standards Commission will vote later this year. As per the new standard, all the new homes, apartments having up to 3-stories buildings, and the condos will have to install the solar panels compulsory. Exceptions would be made for smaller houses and for shade-covered roofs, whose owners could substitute other energy efficiency measures. New Jersey and Minnesota are pursuing heightened reliance on solar power, but none have yet gone as far as the California mandate would.

California has one of the most ambitious renewable energy mandates in the country, with a goal of sourcing half of its electricity needs from renewable sources by 2030.

While California continues to produce massive amounts of oil and gas, the state's solar industry has simultaneously blossomed over the last two decades.

The final building code will be adopted in early to mid-2019 and become effective for all new homes and buildings receiving permits after January 1, 2020. "I think we'll see more solar projects coming up in the near future". But how quickly the investment yields returns depends on a whole host of factors, including how big your solar panels are, the price of energy where you live, and how much sun you get.

But this feel-good change to the building code is a questionable public policy for cutting greenhouse-gas emissions.
