Arizona Attorney General Mark Brnovich said he wasn't surprised by the ruling, as he had previously maintained state colleges and universities were violating state and federal laws by granting in-state tuition to DACA recipients. Out-of-state rates are about triple the cost of in-state tuition.

Furthermore, and according to a document cited by the media, "the in-state rate for undergraduate students at Arizona State University is $10,640 - compared to $26,470 for non-resident students".

Arizonans have been hostile to the idea of giving undocumented immigrants state services, including in-state tuition. In-state rates are about one-third of the out-of-state rates: Arizona State University, for instance, costs $27,618 out-of-state and $9,834 in-state.

Still, according to Karina Ruiz, the president of the Arizona Dream Act Coalition maintains that fundraising will begin soon to help students pay for tuition.

"It is a disheartening decision and this all could have been prevented if we had a permanent solution - and obviously if Trump hadn't taken away DACA, we would still be able to have a way to work legally and to continue to have a way to support our families and our communities", Martinez said.

"This clarification does nothing to alter our steadfast commitment to making higher education a reality for all Arizona high school graduates, including those who have DACA status", Crow, the ASU president, said in a statement.

"It's going to be harder to continue with this journey", she said. But Regents Chairman Bill Ridenour, who is an attorney, said he believes that DACA recipients are, in fact, lawfully present.

Other states prohibiting in-state tuition for DREAMers are Georgia and in, while Alabama and SC have gone a step further by completely banning them from enrolling at any public postsecondary institution, the National Conference of State Legislatures reported.

The high court upheld an Arizona Court of Appeals ruling almost a year after the Arizona Board of Regents announced it would continue to offer in-state tuition for undocumented students protected by the program. They aimed to end a powerful incentive for people to bring their kids to the United States illegally; alleviate a substantial burden on taxpayers; and ensure that illegal aliens did not receive preferential treatment over citizens and legal residents.

A current community college student taking a full-time course load would see tuition go from about $2,580 a year to about $8,900 a year.
