A second USA judge on Tuesday blocked President Donald Trump's decision to end a program that protects from deportation young unauthorized immigrants brought to the United States as children.

U.S. District Judge Nicholas Garaufis in NY ruled Tuesday that the government hasn't offered legally adequate reasons for ending the program, known as Deferred Action for Childhood Arrivals - or DACA.

Before Garaufis, San Francisco Federal Judge William Alsup imposed a preliminary injunction last month. A bipartisan offer by six senators that Trump rejected would have made citizenship possible for the 690,000 "Dreamers" registered under the program, nicknamed DACA, which shields immigrants who came to the U.S.as children and stayed here illegally.

The justice department has said no current Daca recipients will be affected by the decision to scrap the scheme before 5 March 2018, but no new applications will be accepted.

The DACA program has provided temporary protection against deportation for more than 700,000 young undocumented people brought to the United States as children since the Obama administration created it in 2012.

Trump, in an early-morning tweet, said Congress must act now to provide legal protections to young "Dreamer" immigrants.

On Monday, Trump said he never wanted to tie budget talks to the Dreamers debate and now that the budget has been proposed, "we start very serious DACA talks today".

Yet Garaufis' decision failed to achieve one of the big goals of the plaintiffs: forcing the Trump administration to process new applications for those who would have become eligible since the September 5 recision memo was announced.

According to the judge's decision, the Trump administration was unable to find "legally adequate reasons" for ending the program, albeit that illegal immigration is against the "law".

He said his order does not require the government to grant any particular DACA applications or renewal requests. After passing security background checks and proving they were either in school, employed or serving in the military, DACA recipients were granted work permits and two-year reprieves from deportation that could be renewed. "Based on its review of the record before it, the court concludes that defendants have not done so", he wrote.

After Tuesday's ruling, a US Department of Justice spokesman reaffirmed the administration's stance that former President Barack Obama unlawfully implemented the programme and it was therefore unconstitutional.

Democrats have said they could go along with Mr. Trump's call for a $25 billion border security fund, in exchange for a path to citizenship for illegal immigrant Dreamers - but have resisted extra provisions, arguing those are better dealt with in a broader immigration reform measure.
