CITY-U.S. Secretary of State Rex Tillerson warned members of an worldwide coalition that the Islamic State extremist group would return if nations don't continue to contribute to the fight as well as to stabilization efforts as the campaign proceeds to a new phase.

The United States on Tuesday urged members of the coalition fighting Daesh to help rebuild Iraq or risk a reversal of the gains made against the group, and said it would extend to Baghdad a $3 billion credit line.

Tillerson is also expected this week to visit Turkey, with which US ties have become badly strained over Washington's support for the Kurdish YPG militia in Syria, regarded by Ankara as a terrorist group.

The group "remains a very determined enemy and is not yet defeated", Tillerson said Tuesday in Kuwait City at a conference dedicated to raising money for reconstruction in Iraq.

The fund also says it reached an agreement with Iraq to settle its outstanding dues to the organization, allowing it to fully rejoin it.

The high ranking American diplomat who has started his Middle East tour in Cairo will also visit Jordan, Turkey, Lebanon and Kuwait where discussions on the Syrian crisis and Middle East peace will be held.

Turkey has been attacking the Kurds in Syria for the past three weeks, despite USA calls for restraint.

U.S. Secretary of State Rex Tillerson on Wednesday demanded that Iran withdraw all its forces from Syria with a view to reducing regional tension.

Tillerson travels to Kuwait next to lead the U.S. delegation at two worldwide gatherings - that of the 74 members in the US-led, anti-Islamic State coalition and a conference on Iraqi reconstruction.

The US officials said the aim was to keep the coalition focused on the complete defeat of the Islamic State and other militant groups, and then rebuilding war-devastated zones to prevent extremists from regaining territory.

"In Iraq and Syria, ISIS is attempting to morph into an insurgency".

"We will continue to be completely transparent with Turkey about our efforts in Syria to defeat ISIS", he added, giving a nod to Turkey's right to "counterterrorism efforts" on its border.

In Kuwait on Tuesday, Tillerson will attend a conference focusing on how to reconstruct a devastated Iraq in the years and decades ahead, relying largely on private-sector companies and worldwide financial organizations.
