Sources said the letter observed that the discretionary powers with the Chairman to adjourn the House were to be used sparingly.

"During the Zero Hour, we are supposed to raise matters of public importance".

Mr Naidu said, he wants the House to function effectively and constructively as per parliamentary procedures and also allow any issue to be raised by anybody as per rules and procedures. And even when BJP president Amit Shah and Congress veteran and Leader of the Opposition in the Rajya Sabha Ghulam Nabi Azad played to the gallery, it was pithy, on-point and not overdone.

The action came after two brief adjournments of the house as Ramesh didn't leave the house despite being named by Kurien. Within minutes, the Opposition criticised Mr. Naidu and walked out of the House declaring a boycott for the day.

Mr Azad said that his speech was shown only for eight seconds and eight seconds were given for other leaders of the Opposition.

Burnley's back four, despite the absence of James Tarkowski, was well drilled and it required patience to break them down. We need to score the second, third and fourth when we have the chance. "We knew we would have to take our chances".

While the BJP decried the move as "absolutely unprecedented", accusing the Congress-led opposition of "manufacturing issues" to run away from organised discussion, Naidu tried to placate the situation by issuing a letter in which he said that his intention behind long adjournments was to promote a sense of collective responsibility among members to minimise forced disruptions.

Kurien than adjourned the house for 10 minutes. We have the highest respect for the chairman. What's the use then of having a Parliament,"SP's Naresh Agarwal told media later. There should be an enquiry regarding this and the day before yesterday (news bulletin/coverage) by representatives of all parties", Azad said.

"The voice of the Opposition is being muzzled outside and we do not want this to happen with the Opposition parties inside the House".

Earlier, in the debate of "Motion of Thanks to the President", Leader of Opposition Ghulam Nabi Azad levelled a series of allegations against the government, accusing it of treating Opposition leaders as "terrorists" and of tapping their phones.
