With the Winter Olympics set to open in only three days, Bach faced a barrage of criticism - and entrenched support - from roughly 100 International Olympic Committee members on Tuesday over the decision to exclude many Russian athletes from the Pyeongchang Games.

The IOC will consider whether to appeal against the decision once it has seen the full details behind the ruling.

Fifteen of them - 13 athletes and two coaches - were among 28 Russians whose Olympic life bans imposed by the IOC over doping practices were overturned by CAS last week.

That CAS, which was set up by the International Olympic Committee to keep sporting disputes out of national courts, should do this was deeply embarrassing to the International Olympic Committee as it had spent more than a year coming up with a response to Russia's cheating that balanced the need to send a strong message with the desire to be fair to individuals.

"To address the shortfall in security workforce due to the isolation, 900 military personnel have been deployed to take over the work of the civil safety personnel", the organizing committee said in a statement.

"This decision is unfair, unlawful, amoral and politically charged", Medvedev said on Facebook. The additional information included data from the LIMS database, traces of prohibited substances, evidence of steroid profile manipulation and further confidential information provided to the Panel by WADA.

Burnley's back four, despite the absence of James Tarkowski, was well drilled and it required patience to break them down. We need to score the second, third and fourth when we have the chance. "We knew we would have to take our chances".

They were all banned previous year for doping at the 2014 Sochi Olympics, but those verdicts were overturned last week by CAS, sports' highest court. Neither athlete has previously served a doping ban. A total of 169 athletes have received invitations to the Olympics, while speed skater Olga Graf has refused to take part in the Games.

Also on the list are former National Hockey League players Sergei Plotnikov, Anton Belov and Valeri Nichushkin, who had been considered possible candidates for the Russian team in Pyeongchang.

He added: "This decision has little in common with sports". Sport's highest court did uphold the disqualification of 11 others but reduced their life bans to just one Olympic cycle. The decision to ban Russian Federation came after the IOC's Disciplinary Commission, headed by former president of the Swiss Confederation Samuel Schmid, confirmed "systemic manipulation of the anti-doping rules and system in Russia".

The PyeongChang Winter Olympics will be held from February 9 to 25. Bach then called for the CAS to be urgently reformed.

If the Russian athletes appealing their exclusion this week are successful, though, it would mean the medal contenders in some sports change dramatically.
