At least 19 people were killed when a double-decker bus crashed Saturday in the Tai Po area of Hong Kong, a spokeswoman for the Hong Kong police told CNN.

Photos and videos published by social media showed the gold-coloured bus lying on its side with its roof torn off, while emergency workers treated injured passengers nearby.

The same private bus company, KMB, was involved in Hong Kong's worst traffic crash, when 21 died and 20 were injured in 2003 after a double-decker bus crashed through a guardrail and down a hill after colliding with a truck.

She said the commission will be headed by a judge and she expected it to come up with suggestions to ensure Hong Kong's public transport system is reliable and safe.

The bus was on its way from Sha Tin racecourse to Tai Po Centre when it flipped onto its side while attempting to turn.

The accident was the city's deadliest bus incident in almost 15 years.
