A number of waste and resources organisations, including CIWM, have this morning responded to calls from the Environmental Audit Committee for a 25p levy on disposable coffee cups, in its latest report, "Disposable Packaging: Coffee Cups".

A group of British MPs is calling for tougher action on disposable coffee cups. In a recently published report, a House of Commons committee said the Government had "sat on its hands" as disposable coffee cup waste has grown to an estimated 25,000 tons per year. A 25p charge, which works out at over £20,000 per tonne, would most likely be considered as legally accounting for the producer responsibility obligation for disposable cups so effectively shifting the charge from the producer to the consumer. Café chain Pret A Manger recently announced it will reduce 50p from the price of a hot drink when the customer buying it is using their own reusable coffee cup.

The Committee stated that this type of cups should be banned unless the recycling target is met.

The programme included a move this month to make all ACE UK bring banks accept paper cups for recycling, delivering an additional 415 recycling points located in 105 local authorities across the UK.

Additionally, it said that producers needed to pay more for packaging that proved hard to recycle, and that labeling needed to be improved so that consumers knew how to properly dispose of their cups.

Following publication of the report, global coffee giant Starbucks says it will try out a 5 pence (5.6 euro cents) cup charge in some of its London coffee shops.

"In the United Kingdom we have a very, "on-the-go" coffee drinking culture. We agree with the committee that if complete recycling of coffee cups isn't reached by 2023, then there should be an outright ban on providing them - and that date should be set in stone".

"Taxing the morning coffee run will not address the issue of litter but it will hurt consumers and impact already struggling high streets".
